This ancestor was used by Beth Cloutier in November 1944 for her application to DAR. Here is the information contained in the application (sent to L'Anne & Lisa 2/2002):

Today I found the copies of the DAR applications which were in the Beth Cloutier Archives at the Cammie Henry Archives at the college in Natchitoches. They were filed in November, 1944. Beth is a granddaughter of Eliza Payne -- Mammaw Cunningham's sister. The application shows our relationship to Thomas Newton, III. His claim to fame for DAR purposes (they had a section called "ancestor's services") is as follows (copied from the DAR application):

"Thomas Newton, III was a Colonel in the Virginia Militia. He was in command of the milita of Norfolk Borough in 1780 and 1781, was commissioner of supplies, supplying the French Army and the fleet during the siege of Yorktown. Commissioner of Admiralty 1776. Colonel Commandant militia of Norfolk Co., Sept. 1781." The references for this information were listed as: Vol 29, p. 516-519, and Vol. 30, p. 85-88, Virginia Magazine of History and Biography.
